High Level formatting is the process that builds the file system to be
used by the operating system. HLF is performed by the operating system's
format programs like the DOS, FORMAT program. Formatting program include
the creation of disk logical sectors file allocation table, root directory,
master boot record and other basic configurations.
High Level Formatting is basically done to erase the used hard disk and
reinstall the operating system back onto the hard disk. HLF uses the structures
built by the Low Level Formatting to organize the disk to hold files as
per the chosen file system. High Level Formatting takes very less time
and is also termed as "Quick Format".
